NRA Affiliated Club Access to outdoor MoD Ranges in England during Covid-19 Restrictions
We have agreed with MoD that NRA affiliated Clubs may resume live firing activities on ranges in England subject to specific requirements detailed in the attached Policy document.

We recognise that Clubs are eager to resume shooting activity on MoD ranges, compliance with the new Policy and Covid-19 restrictions is critical to safeguard our continued access to MoD ranges.
As each of the devolved Administrations publish guidelines we will review for access to ranges in Wales, Scotland and Northern Ireland.

GB Under 25 Target Rifle Team Manager & GB Under 21 Target Rifle Team Manager
Adult managers to oversee the GB U25 & U21 TR Teams during their preparation for and participation in the World Long Range Championships in South Africa in March 2023.
These are exciting and important roles that will shape the performance of Great Britain’s young shooters on the World stage. It is expected that the successful applicants will have experience of touring overseas with teams, ideally as Captain, Vice-Captain or Adjutant, and of delivering TR skills training.
Responsibilities include:
U25 Team Manager:
Assisting the planning and delivery of individual and team development training to the wider Under 25 TR squad (not just those hoping to be in the U25 team).
Advising and assisting the U25 TR Team Captain to: select their team training squad; plan and deliver a training programme that addresses both individual and team development; plan and budget the tour; and raise funds.
Overseeing the operational, financial and travelling arrangements.
Advising the U25 TR Team Captain in the selection of their team officers, the final team and reserves.
Overseeing the welfare and good conduct of the U25 team members on tour.
Advising and assisting the U21 Team Manager and, where possible, co-ordinating the U25 and U21 training activities.
U21 Team Manager:
Acting as the U25 Team Manager’s Deputy.
Selecting an U21 team squad; planning, organising and delivering training days at Bisley (mainly weekends and, where possible, co-ordinated with the U25 squad).
Planning and managing the U21 team’s operational, financial (including fundraising), travelling and tour arrangements.
Selecting the U21 travelling team, team captain and reserves.
Ensuring the welfare and good conduct of team members during training and on tour.
The roles are unremunerated but there may be a contribution to reasonable travel expenses if required.

- Which post(s) you are applying for (U25, U21 or either)
- Short Personal statement
- Shooting CV, to include team touring experience, coaching qualifications and experience of planning and delivering TR training
- Indication of likely contribution from the NRA for travel expenses

NRA Affiliated Clubs that operate an indoor range in England during Covid-19 restrictions
The Government published new national guidance for England on 24th February for indoor sports and leisure facilities. Indoor shooting ranges may reopen not earlier than 12th April 2021 as part of Step 2 of the gradual relaxation of Covid-19 restrictions. Details are available here

Range premises should only be visited alone or with household groups, the Club/range operator should follow the Government social contact rules. Club officials should be able to demonstrate robust strategies to manage the risk of transmission of Covid-19 and ensure that social distancing rules are followed. Club officials are encouraged to review and update the Covid-19 risk assessment for the indoor range and supporting range operating procedures. An example of a generic risk assessment template for an indoor range is attached. Clubs may wish to adapt the template to suit the specifics of the range and shooting activity.

The Government published the “Covid-19 Response Spring 2021” on 22nd February 2021 detailing the proposed changes to Covid-19 restrictions in England.

Item 102 allows formally organised outdoor sport that is compliant with NGB guidance to restart from 29th March 2021.
I am pleased to announce that NRA affiliated Clubs that hold a current MoD licence may resume bookings on outdoor MoD ranges in England from 29th March 2021. This applies to ranges operated by Defence Infrastructure Organisation (DIO) and North West Reserve Forces and Cadets (NWRFCA) Altcar.
All NRA Club bookings must comply with Covid-19 guidelines and local restrictions including range restrictions set by the local MoD staff. Clubs are reminded that to comply with MoD Policy, no more than 30 people may attend a Club range booking. Range bookings must not be made across borders.
Club officials are encouraged to check that all documentation is up to date including NRA affiliation, insurance, RCO qualifications, individual shooter competency cards before renewing the MoD range licence.
All bookings must have a RASP and a Covid-19 Risk Assessment for the shooting activity. RCO’s are reminded of the requirement to conduct a range recce prior to the booking.
Access to MoD ranges is prohibited in Wales, Scotland and Northern Ireland basis restrictions set by each of the Devolved Administrations.

Access to MoD ranges in England and Club operated target shooting ranges in England
The Government published guidance on 31st October 2020 designed to reduce social contact and help reduce the transmission of Covid-19 in England.
The Government has ordered indoor and outdoor leisure facilities including shooting ranges to close from 5th November 2020. NRA affiliated Clubs that operate an indoor or outdoor range should close their range(s) to comply.

In order to comply with the guidelines, NRA affiliated club bookings on MoD ranges in England between November 5th and December 2nd will be cancelled. NRA Clubs should expect to receive confirmation from the local Landmarc event co-ordinator.
Range bookings on MoD ranges in Wales, Scotland and Northern Ireland are subject to local guidelines set by each of the Devolved Administrations.

Shooting on ranges away from the NSC Bisley
The NRA recognises that many individual members enjoy target shooting activity on privately owned ranges, ranges operated by Clubs and ranges operated by commercial enterprises.
Members are reminded that they must comply with the conditions under which their Firearm Certificate (FAC) is granted. Firearms and ammunition used for target shooting can only be used on ranges suitable for the safe use of that class of firearm and with adequate financial arrangements in place to meet any injury or damage claim.
NRA members must familiarise themselves with range safety limits including the muzzle energy, muzzle velocity limits, safe engagement distances before commencing live firing. This information should be available in range procedures and range orders. Members must ensure that they hold adequate insurance cover for their shooting activity.
Club officials including range officers responsible for range bookings must ensure that the planned shooting activity complies with the safety limits of the range and that adequate insurance cover is in place. Further clarification should be obtained from the range operator before any live firing commences.

New charges for NRA Club use of MoD ranges
The Defence Infrastructure Organisation (DIO) manages military ranges on the UK Training Estate.
DIO has published revised charges for non-MoD users effective 1st July 2023.
Current charges have been unchanged since 2019 recognising the constraints during the Covid-19 pandemic.
A detailed breakdown of the new charges and conditions are available in the attached document.

The key changes are:
The Licence Fee has increased to £210. Applies with immediate effect and reflects increased processing costs.
Training Area Operative fees have increased by approximately 10%, the hourly rate for a weekend booking is now £64.37 ex VAT . A Landmarc Operative is required for a SARTS booking.
Facility Fees have increased by approx. 12% the charge per lane including one target is £ 42.64 applicable to Gallery Ranges and SARTS Ranges. Indoor range fees have increased to £71.50 per lane reflecting increased maintenance costs.
The revised rates are effective 1st July 2023 and will be extant until 31 March 2024.
Whilst any increase in the cost of shooting will be a concern to members, we understand the requirement to align charges to reflect increased expenses.
Club officials responsible for booking MoD ranges are encouraged to co- ordinate with other Clubs to share bookings to spread costs.

I am pleased to announce that NRA affiliated Clubs that hold a current MoD licence may resume bookings on outdoor MoD ranges in England from 2nd December 2020. This applies to ranges operated by Defence Infrastructure Organisation (DIO) and North West Reserve Forces and Cadets (NWRFCA) Altcar in Tier 1, Tier 2 and Tier 3.
All NRA Club bookings must comply with Covid-19 guidelines and local restrictions including restrictions set by the local DIO staff. Clubs are reminded that to comply with MoD Policy, no more than 30 people may attend a Club range booking. Club officials should ensure that individuals from a Tier 3 location do not travel to a MoD range located in a Tier 1 or Tier 2 location.
