Use of MoD ranges in England during Covid-19 restrictions

The NRA welcomes further guidance published by the Government on 14th September that confirms that organised sporting or licenced physical activity can take place in groups that exceed 6 people.

Shooting is included in the list of permitted activities.

The NRA is in consultation with the MoD to see if the new Government Guidance will allow NRA affiliated Club bookings on MoD outdoor ranges in England to resume.

We will publish further updates to members and affiliated Clubs once we have concluded our discussions with MoD.

In the interim, we thank members and affiliated Clubs for their patience and understanding.

Shooting on the NRA Bisley ranges is unaffected.

Use of Mod ranges by NRA affiliated Clubs during Covid-19 restrictions

The NRA has been advised that MoD has revised the Policy for all non-military, non-essential activity on the Defence Estate with effect 2359 hours on Sunday 13th September 2020. This follows new guidelines announced by the Government on 9th September 2020.

The impact of the new MoD Policy is that all NRA Club bookings on outdoor MoD ranges have been paused.  Clubs should expect to receive a booking cancellation notice from DIO/Landmarc in due course.

Please note this does NOT affect club bookings at the National Shooting Centre, Bisley Camp.

The NRA recognises that this will be a disappointment for Clubs that rely on access to MoD ranges. We will continue to monitor the situation and publish updates on the NRA website.

Removal of Covid restrictions on MoD ranges in England

Following the recent announcement by Government, we are pleased to confirm that MoD has removed Covid restrictions applicable to NRA clubs shooting on ranges in England.

NRA licenced Clubs are no longer required to limit bookings to 30 people and maintain 2m social distancing. The changes will allow Clubs to resume supervised training of probationary members on MoD ranges and conduct Home Office Approved Guest Days.

Club officials and RCO’s are encouraged to conduct a range recce, familiarise themselves with the range licence and up to date range orders. In some cases, RCO’s will be required to attend a briefing prior to any booking.

Covid restrictions are still applicable in Wales, Scotland and Northern Ireland and we wait for announcements from each of the Devolved Administrations.

Targets on MoD ranges

The type, size, position and design of targets are principal considerations in the geometry and safety of fixed ranges.

RCO’s and Club officials are reminded that only approved targets may be used on MoD ranges.  Typically, this will include standard Figure targets fixed to a target screen or Small Arms Range Targetry System (SARTS) systems.  Appropriate screen targets used for NRA competitions may also be used.

Clubs are encouraged to confirm target requirements during the range recce and seek advice if needed from MoD Range Safety Staff (Training Safety Officer).

Access to MoD ranges in the United Kingdom

Recent changes announced by Government and the Devolved Administrations have prompted questions about Covid-19 Policy on MoD ranges in the UK.

We can confirm that there has been no change to Defence Policy and the supporting Covid-19 procedures for affiliated Clubs using MoD ranges. Club officials are reminded that range bookings should not exceed 30 people, members must comply with 2m social distancing rules and any local Covid-19 restrictions set by MoD/DIO range safety staff.

Club officials responsible for MoD bookings are encouraged to check that all documentation is up to date including NRA affiliation, insurance, RCO qualifications and individual shooter competency cards.

All bookings must have a RASP and a Covid-19 Risk Assessment for the shooting activity. RCO’s are reminded of the requirement to conduct a range recce prior to the booking.

Temporary Restriction – MoD Ranges in Wales and West Midlands

Clubs licenced to use MoD ranges in Wales and the West Midlands should be aware that a temporary restriction on all firearms that exceed 7.62mm calibre is now in place. The restriction includes muzzle loading firearms and High Muzzle Energy firearms.  A review of ME and MV limits for all ranges is under way.   Please ensure that all shoots comply with the new restriction.  More details to follow as they become available.
