Spring Action Weekend 2019
Spring Action Weekend
Saturday 30th – Sunday 31st March 2019
The first of our Gallery Rifle Meetings 2019 – Spring Action Weekend – kicks off the season with a weekend full of shooting fun.
Packed full of competitions, this weekend offers you the chance to shoot a wide range of disciplines including:
- Gallery Rifle & Pistol
- Target Shotgun
- Civilian Service Rifle
Added extras:
Aside from the GR&P events on Melville, Butt Zero hosts the Target Shotgun matches on Saturday in addition to the exhilarating Speed Steels running until mid-afternoon.
The Practical Pistol Match (part of the NRA Handgun League) is shot on Butt Zero on Sunday 31st.
Short Siberia features the multi-positional fullbore shooting events are shot beside the 200x McQueen matches on the Saturday.
The popular Mini McQueen runs throughout the weekend on Time Limit.

Entries in person from competition reception will be accepted across the weekend subject to availability.

Range Crew Sign-Up:
Without dedicated volunteers this and may other competitions would not be able to field the amount of competitors wanting to take part. You can help out for as little as half a day, or if you fancy it – the whole weekend!
Range Crew typically take on the following roles:

- Range Crew – On the range helping to reface targets, clear rifles etc.
- Stats
- Markers

Throughout 2019 two types of Gallery Rifle Skills Courses will be on offer; an Introduction to Gallery Rifle, and specific Skills Development Courses. These will be held both at Bisley and other venues across the UK.

New General Manager for Sporting Clay Ranges

The NRA has exciting plans for our sporting clay shooting on Cottesloe Heath and Long Siberia ranges at Bisley Camp, with major refurbishments starting July 2019.
Sporting Clays at Bisley – New General Manager
2019 will see the beginning of a new era for sporting clay shooting at Bisley with the Cottesloe Heath and Long Siberia clay target ranges coming under new management.
We are pleased to announce the appointment of Richie Vallance as General Manager of Bisley Sporting Ground, on behalf of the National Rifle Association.
Richie has served in the Army for nearly 30 years, and his many achievements include the creation and development of the Army Clay Target Shooting Centre, now consisting of a 100- bird sporting layout with Compaq, Olympic Skeet, ABT and DTL. The ground is now regarded as the Army’s centre of excellence for the training of clay shooting and has a large military and civilian membership. Over the years, Richie’s emphasis has been on introducing young service personnel into the sport and directing all army instructor and coaching courses in line with the
CPSA. In addition, he has been the focal point for various service charities and shooting initiatives, specialising in the rehabilitation of wounded servicemen and women.
Richie is a qualified CPSA level 3 senior coach, course tutor and assessor. He is also the consultant training manager for the CPSA and continues to coach Clay Shooting to local schools and cadet organisations.

Club Certification
SHOOTER CERTIFICATION CARDS FOR AFFILIATED CLUB MEMBERS – THE NEW PROCESS
The NRA, as the National Governing Body of fullbore shooting, have been issuing Shooter Certification Cards (SCC) to affiliated clubs for the past 10 years following agreement with the MoD that civilian shooters have to be certified to shoot on MoD ranges. The NRA also requires shooters to hold an SCC to use Bisley ranges.
All issued affiliated club SCCs expire on 31st December 2018 and the NRA have taken the opportunity to review the process and have made the decision to produce all future club SCCs in house for affiliated clubs on an annual basis. Clubs will continue to train and certify their members as is the current practice, and should maintain relevant training records for this purpose. An example competency assessment form is enclosed should you wish to adapt for your own use.
The NRA recognises all holders of the NRA SCC as being covered under either full NRA membership insurance, or an affiliated club’s insurance and who have been trained as competent to shoot on MoD Ranges and Bisley ranges.
Clubs will be entitled to a certification card for each capitated fullbore shooter and NRA member of their club. Each card will be personalised with the member’s name, club name, a photograph and the relevant disciplines to be certified.
This new process will be implemented during the 2019 club renewal period, starting 1st October 2018.
Declaration of Fullbore Members
All clubs must declare ALL members who shoot fullbore (including Gallery Rifle and Shotgun), whether once a year or more regularly. A capitation fee is charged to all club fullbore members who are not members of the NRA. Clubs will be entitled to a certification card for each declared capitated fullbore shooter (excluding probationers) and those who are full NRA members.
Club Probationary Members & Club Guest Day Attendees
Probationary Members of affiliated clubs do not require an SCC. Club Guest Day attendees do not require an SCC but have to complete a Section 21 declaration form at all events.
Certification of Club Members
All clubs will continue to be responsible for the training and certification of their club members and will be required to provide the following information for their members in order to have an SCC produced:
- Member’s full name including middle name
- Member’s date of birth
- Member’s address details
- Member’s email address
- Member’s contact number
- Disciplines the club member has been trained to shoot
- An up to date photograph (file name to be surname & date of birth – surname-ddmmyy.jpeg)
An Excel spreadsheet can be downloaded as part of the club affiliation renewal process to complete the above information Club Affiliation Form – SCC sign off and this should be sent along with the photographs to sccclubrenewals@nra.org.uk , through the secure Dropbox link https://www.dropbox.com/request/T0BI6S6N3aDzDNgaN1km or by post if preferred.
‘Club Member’ records will be set up on the NRA database as individuals and linked to the Club (following GDPR rules and regulations). All SCCs will be produced and returned to the relevant affiliated club for distribution.
Renewal Process
Club renewals will commence from October each year and no change is being made to the current fee structure. Prices will increase by RPI only. SCC renewals should be included as part of that process.
The NRA will send out all renewal requests to club secretaries by email where possible and post which will include:
- Renewal letter explaining the process
- Club agreement form
- Club Payment Sheet
- Club Information Sheet
- Excel spreadsheet to log club members information for SCC renewals
- Insurance options for clubs offered through the insurance brokers

Club Members who join during the year
The club will have to pay a capitation fee for any new members to the club who require an SCC. An SCC card will be produced upon receipt of the required information for that member.
Club Members who leave the club
Any club members who leave the club during the calendar year should return their certification card to the club, which in turn should be returned to the NRA.

Service Rifle Imperial
Service Rifle Imperial 2019
Friday 14th June
The Service Rifle Championship for Individuals and 4-man unit teams will start on Friday 14 June.
**Entry forms will be available approximately 6 weeks prior to the start of the competition**
The Short Range Rural Contact Assessment (AM), and Rural Contact Assessment (PM) – offer a discounted entry when entering both as an aggregate.
The 4-man unit team events are concurrent with these matches and are a free to enter. These events attract specific awards reserved for British Forces including souvenir NRA medals and bars.
These matches offer an excellent opportunity to compete for NRA awards, validate training standards ahead of respective Service competitions and train for the Methuen Cup match staged on Century Range on 20 June.

COVID-19
Message to Clubs – Support during Covid-19 restrictions
On 5th January the Government announced various support packages to reduce the negative financial impact of Covid-19 restrictions on organisations including clubs.

One off grants up to £9,000 may be available to organisations through to the spring. Grants may be available to organisations that pay business rates and were required to close as a result of Covid-19 restrictions.
Additional grant funding for organisations that do not pay business rates may be available from local councils. Each Council has the freedom to determine the eligibility criteria.
Note that it may take time for your local Authority to update the information on their website and provide details on how to access grant funding.
NRA affiliated Clubs, particularly those that have premises are encouraged to review the Government advice and check with their local authority to see if the organisation qualifies for financial support.

National Shooting Centre Website
We have received reports that some users of the National Shooting Centre website www.nationalshootingcentre.co.uk experienced some unusual activity. Our website contractor has identified attempts by some third party to re-direct users to an alternative URL. The problem was with website hosting and we are arranging the transfer of the NSC website to an alternative hosting platform. This is expected to be completed by the end of next week..
In the interim customers are advised to connect directly via their browser using the website address www.nationalshootingcentre.co.uk
The NSC website holds no personal or sensitive data; this is held on separate secure websites.
I am grateful for those customers who alerted us to this problem, and apologise for any inconvenience caused.
