Fire on Bisley Ranges (1700 Tuesday 5th July)

A major fire was spotted in the range danger area at around 8.00pm Monday 4th July. Fire crews were quickly in attendance but their efforts were hampered by lack of safe access. Overnight the fire front expanded rapidly but was contained in an area behind Stickledown stop butt. We took the opportunity, assisted by a crack team of enthusiastic volunteers, to move over 200 target frames into a safer area in front of Stickledown stop butt.

Today the fire, driven by a strong wind, has intensified and grown,  spreading onto Stickledown range floor, behind Century and Melville ranges, and skirting Cottesloe Heath.

Our staff are working tirelessly to move vulnerable assets and protect key resources, alongside a fantastic team of professional fire brigade personnel. We face another long night dealing with the fire.

We have shut the ranges tomorrow, Wednesday 6th July, to allow us to reset and assess what we need to do to deliver the forthcoming Imperial competitions. There will be some changes, but we will deliver the best competitions possible with the resources available.

Update notice to the original calling notice for applications to the GB Palma Team

Although my original intention was to close Palma applications at the end of March 2020, given the extraordinary measures currently in place in the UK and around the world due to the Covid-19 pandemic, I will be leaving applications open for at least the next four months, with a final calling notice to be issued at that time.

This week the NRA have closed Bisley ranges to civilian shooting until further notice and also ceased all NRA competition and training until the 31st August. On this basis, I am opting to leave the Palma application process open. To those that have already applied – my thanks, we will be getting back to you in due course.

I fully expect any applicants, with aspirations for a place on the 2023 team, to make themselves available for the 2022 trip. The final team will number twenty-five members and I intend to take a cohesive, well trained and highly competitive team with the aim of regaining the Palma Trophy for GB.

I now plan to select a training squad towards the end of 2020 comprising around 50 people with the intention of identifying talent both in shooting and coaching skills. I am keen that applications are received from both established GB shooters and individuals aspiring to big match competition. Given the long lead up to the event I strongly encourage any shooters and coaches who feel they have the potential to perform at elite level, to apply for the squad. I reserve the right to bring in additional squad members, at a later date, to ensure the final team represents the best talent available.

It is my intention to integrate squad selection and training with the GB U21 and U25 teams and therefore encourage younger applicants.

Please send your application to me by email (capt.palma23@gmail.com) as soon as practicable. Any application will be followed up by a request for further information.

Safety Notice

Safety Notice – Clearance to fire on MoD Ranges

RCO’s are reminded that on an MoD or RFCA range they must follow the procedure in Range Standing Orders to obtain explicit clearance from Range Control before allowing firing to commence. This is a critical safety procedure.

The concept is mirrored in NRA Safety rules, at para 126b: ‘The RO is only to permit live firing when he has satisfied himself and remains satisfied that it is safe and within applicable regulations to do so’.

MoD notified the NRA of a near miss incident on Hythe Serial 1 range in Kent on 16th October.  The club RCO responsible for the range failed to obtain permission to fire before allowing shooting to commence. Hythe Range Control identified that the range had gone live without permission and issued an immediate check fire.  The booking was cancelled and the club was required to leave the range.

An investigation into the conduct of the RCO is underway. The club NRA affiliation has been suspended and future MoD range bookings cancelled.

Failure to obtain permission to fire may place MoD staff and other range users at risk of serious injury or fatality.

Should you require further clarification please contact Nic Couldrey, Regional Ranges Manager, National Rifle Association
