DECISION ON AN ARTIFICE UNDER PARA 132 NRA HANDBOOK

ELECTRIC FANS FOR COOLING THE FIRER OR THE FIREARM, AND RELATED MATTERS

Following requests from more than one competitor for a decision under para 132 NRA Handbook, an ad-hoc committee acting under powers delegated by Shooting Committee in accordance with para 103 NRA Handbook rules that, in the 2026 Target Rifle Imperial Meeting:

 

–  Firers may use a small, quiet, portable, battery-powered fan to aid cooling of the person and / or the exterior of the firearm.

– A firer who finds the use of such a fan, by a firer on the same or an adjacent firing point, to be a distraction may require that the fan not be used.

– Devices of any type that are designed to cool the interior of a firearm by inducing a flow of air or other gas through the action and / or barrel* may not be used on the firing point.

 

Competitors may note that para 210 NRA Handbook permits the use of soft material or an action cover and does not specify the design of such an item or the condition that such an item might be intended to ameliorate.

 

*This decision is driven by the limited availability of such devices in the short time remaining before the commencement of the event, which could lead to a perception of advantage to those able to procure or already in possession of one.  Unintended consequences of permitting such devices are yet to be considered; competitors should not infer that permission will definitely be granted in the future.
